Second appeal on Woodley Arms development dismissed

Central government’s Planning Inspectorate has once again refused an appeal to redevelop the Woodley Arms on Waldeck Street into student flats.

Property developers Lainston Securities initially applied to develop the site in January 2015. Reading Borough Council refused this application in March 2015 and the developer appealed unsuccessfully to the Planning Inspectorate to overturn the decision later that year.

The developers submitted an altered plan to the council in March 2016. This was also refused by the council and the developers appealed once again the the Planning Inspectorate. This second appeal has now also been dismissed.

The planning inspector said:

The building would have a greater scale, bulk and mass than the buildings either side, and it would be a dominant feature in the street scene.

I am not satisfied that the previous inspector’s concerns have been addressed through the revised scheme.

The inspector concluded that the proposed building was not of a ‘high quality design’ because its scale and mass was detrimental to the character of the area.
